HMRC Extends Use Of Debt Collectors

se) – – Robson Laidler LLP, Accountants, are reporting that HM Revenue and Customs has appointed 10 debt collection agencies (DCAs) to recover £1 billion in debts.

It was announced in the June 2010 Emergency Budget that, following a successful pilot, HMRC would use private debt collection agencies operating under industry and HMRC standards to boost HMRC’s debt collection capacity and help the pursuit of lower value debts.

In 2010/11 HMRC said that DCAs would attempt to collect an extra £140 million in tax, with the proviso that it would only refer a case to an agency after writing to the debtor to provide a last chance to pay.

Before the case is transferred to a DCA the taxpayer is recommended to take this opportunity to agree repayment terms with HMRC, as these terms may be more beneficial than could otherwise be negotiated with a DCA.

Graham Purvis from Robson Laidler said “The pilot scheme employed 4 debt collection agencies and, together with a far tougher stance on liquidating companies and bankrupting individuals for non-payment of tax debts, proved to be such a success that HMRC decided to extend the number of debt collectors.”

“More than 40 debt collection companies tendered for the business, worth up to £70 million in fees.  The successful 10 agencies will enter a two-year arrangement with HMRC”.

It is understood that the DCAs will still be collecting relatively small and older outstanding liabilities, in line with the pilot scheme.

There have been concerns in some quarters, however, that the use of DCAs could lead to businesses going into liquidation, as the enforced collection of old and unbudgeted for debts might be ‘the straw that breaks the camel’s back’.

Some experts are also worried that some vulnerable people could be harassed over relatively small amounts.

Online games – can they be educational?

Untold Entertainment, whose motto is “the use of entertainment to improve, rather than degrade, the human condition” have come up with a way to help develop the child’s imagination and skills.

Ryan Creighton was with his daughter at a ‘game jam’ in Toronto when he got the idea for Games by Kids. Like a science kit that a family can use to conduct simple experiments on a lazy Saturday afternoon, he assures us that it will engage both the parent and child alike.

But are there generally any developmental benefits for children from online games?

Online games and video games can be considered here in the same mould.

According to the Entertainment Software Association in the US more than 68% of American households play online games or video games. And the effects of excessive viewing have been well documented the journal Pediatrics showed a direct relationship between video game playing and attention problems at school. The study found that exceeding over 2 hours a day gave a 1.5-2 times likelihood of attention problems at school.

But it also turns out there are benefits too. The University of Rochester’s Department of Brain and Cognitive Sciences found that found that video games help improve contrast sensitivity, or the ability to see subtle shades of gray. Lauren Sergio from York University in Toronto found via brain scans “…non-gamers had to think a lot more and use a lot more of the workhorse parts of their brains for eye-hand coordination,” she says. “Whereas the gamers really didn’t have to use that much brain at all, and they just used these higher cognitive (centres) to do it.” Employers including hospitals, the U.S. armed services and many police departments use video games to help doctors, soldiers and police officers work on skill development.

A publication in Nature magazine 2003 showed that players of video and online games have better hand-eye coordination and visuo-motor skills, such as their resistance to distraction, their sensitivity to information in the peripheral vision and their ability to count briefly presented objects, than nonplayers.Researchers found that such enhanced abilities could be acquired by training with action games, involving challenges that switch attention between different locations, but not with games requiring concentration on single objects. It has been suggested by a few studies that online/offline video gaming can be used as a therapeutic tool in the treatment of different mental health concerns.

Virtual worlds (VWs) are often dismissed as merely games without any educational benefits. But there are plenty of informal learning opportunities for kids in these environments, particularly as these are often children’s first experiences with online communities. Participating in a virtual world can help kids learn how to communicate and behave online.

VWs can also be utilized to help bridge the gap between online and offline ethics. One virtual world, MiniMonos, for example, has an environmental theme and tries to make sustainability methods clear to its users. If you don’t recycle around your avatar’s treehouse, there are in-world consequences. The virtual world also ties it to the real world, rewarding users for various environmental actions they take.

It’s this connection to community that may be one of the greatest benefits of virtual worlds, offering kids a place to experiment and expand socially, particularly the free games type, giving children an opportunity to participate in a large social environment, often unsupervised by their parents. As always, parents should make sure they know where and what their kids are doing online.

Although they may be a relatively new phenomenon, the fact that kids under 13 are embracing them suggests that we’re only beginning to see the potential of these online communities.

HMRC Refuses Time To Pay

se) – – Robson Laidler LLP, Accountants, are warning that in a new policy, HMRC is refusing Time to Pay (TTP) applications where dividends are used as a form of remuneration.

TTP, introduced in November 2008, normally allows companies and individuals to defer and pay by instalment any taxes that they owe, in a bid to assist with temporary cash flow problems.  

Graham Purvis from Robson Laidler said “Until recently, more than nine out of 10 applications for TTP arrangements have been granted and most first time applications for instalment payments are accepted.  However, HMRC figures show that 3,390 requests for TTP were refused during the initial three months of this year, compared to only 2,360 last year and 2,440 in 2009.”

“HMRC’s new position is that where a company asks for a TTP arrangement and recently paid out a dividend while running up a tax debt, HMRC will refuse a TTP on the grounds that the company has preferred to use the money elsewhere and therefore the shareholders should support the company”.

Many companies pay dividends as part of a tax efficient remuneration package.  However, it seems that HMRC take the view that if a company has cash available to make a non-contractual payment to its shareholders, then it can pay at least part of its tax debts.

This policy will almost certainly hit small and medium-sized businesses hardest, potentially leading to cash flow problems and may force more businesses into increased hardship, with some being forced to enter into a formal Company Voluntary Arrangement (CVA), administration, pre-pack administration or even liquidation.

Within their highly modern installations, strict hygienic procedures and quality checks accompany the complete production process. The customer’s factory is certified in accordance with the internationally recognized standards DIN EN ISO 9001, American Institute of Baking, British Retail Consortium and International Food Standard. The factory is dependent upon an intact environment being maintained and therefore pays close attention to protection both of the environment and resources.

Importance of pH

pH value plays an important role in cheesemaking, particularly in the propagation of starter culture. Previously, pH measurements at our customer’s factory were carried out using electrodes made of glass, which accordingly carried a certain risk of breakage. Against a background of the safety requirements in force, these glass electrodes were therefore classified as CCP according to the Hazard Analysis and Critical Control Point (HACCP) concept, and consequently appropriately monitored.

pH Measurement Using ISFET Sensors

In striving for improved process safety, the company decided to employ the totally glass-free sensor InPro 3300 from METTLER TOLEDO. This ISFET-type sensor contains absolutely no glass whatsoever. Instead of a glass membrane, a microchip is used and the sensor body is made of PEEK material approved by the FDA for food contact. An ISFET sensor is therefore particularly suitable for pH measurement tasks in food processing operations and is fully compatible with the HACCP concept, since the risks attached to glass are eliminated. ISFET sensors can be used to perform in-line pH measurement in pipes, vessels and fermentation reactors. In this particular application, the plant for the preparation of the starter culture consisted of four parallel-operated fermenters.

Each of the four fermenters has been equipped with a pH measurement point from METTLER TOLEDO. A complete system consists of an InPro 3300 pH sensor, an InTrac 797 retractable housing with double flushing chamber, and a multi-functional pH 2100e transmitter.
